US, Canada Firms Signed Deals With UP Government Worth Rs 19,265 Crores

Uttar Pradesh government signed a Memorandum of Understanding (MoU) with US and Canada-based firms worth Rs 19,265 crore ahead of the Global Investors Summit to be held in Lucknow in February, according to the statement released by UP government.

The team under the leadership of Assembly Speaker Satish Mahana and Animal Husbandry Minister Dharampal Singh which visited the places, held about 51 Government to Government (G2G) and Business to Business (B2B) meetings in the span of three days, receiving 27 letters of intent worth more than Rs 41,000 crores, out of which eight proposals were converted into MoUs. Of these MoUs, 4 of the strategic partnership were signed. The MoUs on the remaining 19 proposals are expected to be signed before GIS-23.

During the visit, Mr Mahana met the Indian-origin Speaker of the Legislative Assembly of British Columbia, Raj Chouhan and held government-to-government level talks with him during the roundtable conference. The Animal Husbandry Minister of Uttar Pradesh Dharampal Singh met Canada's Forest Minister, and Minister of Employment and Economic Recovery and Minister of State for Trade.

The maximum investment in the MoUs signed so far is going to be in the Logistics, Defence and Aerospace sectors. Mobility Infrastructure Group will invest Rs 8,200 crores in this sector within the state. With this, about 100 employment opportunities will be generated in the state. At the same time, QSTC Inc company will also invest Rs 8200 crore in defence and aerospace. This will create about 200 employment opportunities.

MoUs totalling Rs 2055 crore were signed between the state government and healthcare sector companies. Under this, My Health Center and ZMQ Companies will invest Rs 2050 crores and Rs 5 crores respectively. This will create about 500 and 60 employment opportunities. On the other hand, Dezero Labs Inc company will invest Rs 10 crores in medical devices. This will create about 75 job opportunities.

MoUs were also signed during the visit for investment in customer durables, hospitality and electronic manufacturing sectors. Akuwa Technology will invest Rs 100 crore in these sectors, providing 25 jobs. Opulence Management Corp will invest Rs 500 crore in the hospitality sector, creating as many as 300 employment opportunities whereas Virtubox has signed an MoU for investment in the electronic manufacturing sector. It will invest Rs 200 crore, creating about 150 job opportunities.

Andhra Pradesh Bans Rallies On Road, Opposition Protests

The Andhra Pradesh government issued an order late on Monday night prohibiting conduct of public meetings and rallies on roads, including National Highways, citing public safety but all opposition parties vociferously decried the move, alleging it was aimed at muzzling their voices.

The ban order comes in the wake of a stampede at a rally held by the main opposition Telugu Desam Party at Kandukuru last week in which eight persons were killed.

Only the BJP MP G V L Narasimha Rao supported the government decision, though with a rider.

The prohibitory order (GO No. 1) was issued under the provisions of the Police Act, 1861, and the police immediately started implementing it.

Meanwhile, the Telugu Desam Party chief is scheduled to undertake a tour of his Kuppam Assembly constituency from January 4 to 6 but the Palamaner Sub-Divisional Police Office served a notice on the former saying strict action would be taken if any meetings were held in violation of the GO No. 1 and untoward incidents occurred.

The SDPO said they would consider granting permission for Mr Naidu's meetings if suitable places that did not cause any inconvenience to the public were identified.

The GO No. 1 said, "The right to conduct a public meeting on public roads and streets is a subject matter of regulation as Section 30 of the Police Act, 1861 itself mandates." Principal Secretary (Home) Harish Kumar Gupta, in the GO, asked the respective district administration and police machinery to identify "designated places away from public roads for conduct of public meetings, which do not hamper the flow of traffic, public movement, emergency services, movement of essential commodities, etc."

"The authorities should avoid permitting meetings of public roads. Only in rare and exceptional circumstances permission for public meetings may be considered, with reasons recorded in writing," the Principal Secretary said.

The Principal Secretary highlighted the Kandukuru incident that occurred on December 28 and noted that "holding of meetings on public roads and road margins is leading to deaths and creating traffic obstructions." Police take a long time to control the situation, he added.

The opposition parties have decried the government's decision and called the GO atrocious.

"The Jagan Mohan Reddy regime brought out this dark GO only to stifle the opposition voices that have been exposing the miserable failures of the government. This regime has been resorting to vendetta as there has been tremendous public response to Chandrababu Naidu's rallies," TDP state president K Atchannaidu said in a statement.

"We will not be cowed down by such things and continue to raise our voice for the people's cause," Mr Atchannaidu asserted.

Jana Sena Political Affairs Committee chairman Nadendla Manohar said the "midnight GO" only exposed the dictatorial attitude of the Jagan Mohan Reddy regime.

"Activities by political parties are also in accordance with the freedom of expression granted under Article 19 of the Constitution. Has the Jagan government decided to abolish Article 19 in Andhra Pradesh," Mr Manohar questioned angrily.

Suppressing basic rights in the name of law and order amounted to violation of the Constitution, Mr Manohar alleged.

BJP state general secretary S Vishnuvardhan Reddy said the YSR Congress should know that conducting public meetings and rallies was the right of any political party. But this government has taken a strange decision not to allow opposition parties come out onto the streets against its rule, he lashed out in a statement.

CPI state secretary K Ramakrishna also condemned the government order.

The ruling dispensation, however, maintained the prohibitory orders would apply to the YSRC as well.

"There are no political motives behind the GO but the opposition parties are trying to politicise it. These rules are part of the Police Act only. The GO was brought out in the wake of the Kandukuru incident in which eight persons were killed," YSRC general secretary and government advisor S R K Reddy claimed.

He noted that anybody could challenge the GO in court. "In that case, the government will tell the court why the GO was issued," he said.

BJP MP Narasimha Rao, the lone supporter from the opposition, welcomed the GO and said the government's move was right in the wake of the recent incident.

"We suggest the GO be reviewed after some time. If it is used to curb opposition rallies, we will sure oppose it," the Rajya Sabha member said.

UP Madrasas To Introduce NCERT Syllabus From This Year

Uttar Pradesh Board of Madrasas has started preparations to provide modern education along with religious instruction, said Iftikhar Ahmed Javed, Madrasa Education Council Chairman on Monday.

The Chairman said, "Madrassa children will also study the NCERT (National Council of Educational Research and Training) syllabus this year. Modern education will be given along with religious education."

In the new academic year, the focus of UP Madrasas will be more on 'modern' education.

Iftikhar Ahmed Javed said, "Now Madrasa children will be able to study Computers, Maths, Science."

The new syllabus for Madrasas will be released in March.

"Pre-Primary classes such as KG, LKG and UKG studies will start from March," said the Chairman.

Cold Wave Likely To Continue In Northwest India For 5 Days: Weather Office

Indian Meteorological Department on Monday said that dense to very dense fog and cold wave conditions are very likely to prevail over the plains of northwest India during the next five days.

"Dense to very dense fog and cold wave conditions very likely to continue over plains of northwest India including Punjab, Haryana, Chandigarh, Uttar Pradesh and Bihar during next 5 days," Indian Meteorological Department said.

Earlier on Sunday, the forecast department said that minimum and maximum temperatures in January 2023 are most likely to be below normal over many parts of central India and adjoining areas of peninsular, east and northwest India.

As per IMD, above-normal to normal minimum temperatures are most likely over southern parts of the south Peninsula, many parts of northeast India and some parts of northwest India.

It also said, "Above normal maximum temperatures are likely over most parts of northeast India and some parts of northwest, east and east central India."

IMD also predicted monthly rainfall for January 2023 over Northwest India consisting of seven meteorological subdivisions (East Uttar Pradesh, West Uttar Pradesh, Uttarakhand, Haryana, Punjab, Himachal Pradesh, Jammu & Kashmir and Ladakh) is most likely to be below normal (78 per cent of Long Period Average (LPA)), said IMD on Sunday.

The rainfall over Northwest India consists of seven meteorological subdivisions- East Uttar Pradesh, West Uttar Pradesh, Uttarakhand, Haryana, Punjab, Himachal Pradesh, Jammu & Kashmir and Ladakh which are most likely to be below normal (86 per cent of Long Period Average (LPA)), said IMD.

The IMD said below-normal rainfall is most likely over most parts of the country except many parts of south peninsular India and some pockets of central India where above-normal to normal rainfall is expected.
