Rs 9,188 Crore Donations In Electoral Bonds In 6 Years, 57% For BJP: Report

Electoral bonds generated donations worth over Rs 9,188 crore for all political parties put together till 2021-22, of which the BJP alone accounted for over 57 per cent as against the Congress' 10 per cent, data published by the Association for Democratic Reforms (ADR) said.

Between 2016-17 and 2021-22, the last year for which the data is available, seven national parties and 24 regional parties received a total donation of Rs 9,188.35 crore through electoral bonds.

Of this, the BJP received Rs 5,272 crore and the Congress received Rs 952 crore, while the rest went to other parties.

A five-judge constitution bench of the Supreme Court on Tuesday began hearing a batch of pleas challenging the validity of the electoral bond scheme for political funding of parties.

According to ADR, national parties experienced a significant surge in electoral bond donations, witnessing a 743 per cent increase between FY 2017-18 and FY 2021-22.

In contrast, corporate donations to national parties increased by only 48 per cent during the same period, it said.

State parties also received a substantial proportion of their donations through electoral bonds.

The electoral bonds scheme was introduced in 2017 by way of a Finance Bill and was implemented in 2018. It serves as a means for individuals and entities to make donations to registered political parties while maintaining donor anonymity.

The State Bank of India (SBI) issues the bonds in denominations of Rs 1,000, Rs 10,000, Rs 1 lakh, Rs 10 lakh, and Rs 1 crore.

In July this year, the ADR said that more than half of all donations received by political parties between 2016-17 and 2021-22 were through electoral bonds and the BJP received more funds than all other national parties put together.

It said donations worth around Rs 16,437 crore were received by the seven national parties and 24 state parties between 2016-17 and 2021-22. Of this, Rs 9,188.35 crore -- around 56 per cent -- were received through electoral bonds.

No Exit Polls Till November 30, Says Election Commission

The Election Commission on Tuesday issued a notification banning conduct, publication and publicity of exit polls from 7.00 AM of November 7 and 6.30 PM of November 30 when five states go for assembly elections.

While polling will be held in two phases in Chhattisgarh on November 7 and November 17, voting will take place in Mizoram, Madhya Pradesh, Rajasthan and Telangana on November 7, November 17, November 25 and November 30 respectively.

Citing provisions of the electoral law, the EC noted that "any person who contravenes the provisions of this section shall be punishable with imprisonment for a term which may extend to two years or with fine or with both".

It notified the period between 7:00 AM on November 7, 2023 (Tuesday) and 6.30 PM on November 30, 2023 (Thursday) as the period during which conducting and publishing or publicising exit poll by means of the print or electronic media or dissemination in any other manner whatsoever, the result of any exit poll in connection with the five elections and assembly by election in Nagaland, shall be prohibited.

"Failed To Reach Out To Backwards When...": Congress Jabs Akhilesh Yadav

Amid a bitter falling out with the Samajwadi Party (SP) after the breakdown in seat-sharing talks for the upcoming Madhya Pradesh Assembly election, the Congress's Uttar Pradesh unit on Monday took a swipe at SP chief Akhilesh Yadav over the launch of the party's PDA (Pichhde-Dalit-Alpsankhyak) rally in the state.

The rally is meant to reach out to the backward communities, Dalits and the minority community in the state and elsewhere ahead of upcoming and future electoral battles.

Speaking to ANI on Monday, the Congress president in Uttar Pradesh, Ajay Rai said the SP didn't do much to reach out to backward and marginalised people in the many years that it ruled the state.

"We have not been in power in Uttar Pradesh for nearly three decades. They (Samajwadis) ruled the state for a number of years but failed to connect or reach out to the backward classes and marginalised communities. The people are aware of this and are tracking their moves minutely," Mr Rai said.

After the recent flare-up over the allocation of seats in Madhya Pradesh, ties between the SP and the Congress took a further turn for the worse after the SP chief, on Monday, launched a bicycle rally to reach out to the 'PDA'.

Though partners in the 28-member INDIA bloc that was formed earlier this year, for the common goal of uniting against the BJP-led National Democratic Alliance (NDA) at the Centre, ahead of next year's Lok Sabha elections, the SP chief fell out with the Congress alleging that it reneged on its promise of setting aside 6 seats in Madhya Pradesh for its INDIA ally.

Scoffing at a reporter's question on where the party's PDA outreach leaves the 'forward' or people belonging to the general caste, Akhilesh said his party stood with everyone.

To the 'PDA', a term the SP chief coined, he added an 'A', or 'Agdaa' referring to the general caste.

"In PDA, there is another 'A', which stands for 'Agdaa' (forward). The problem is that many among us are not ready to acknowledge that they are forward despite being so," Akhilesh said at a press conference on the sidelines of his 'PDA Yatra' in Lucknow on Monday.

There is a misplaced notion around the Yadav community (to which he belongs) that it is backward, the SP chief said, adding that a person belonging to a backward class can't build a stadium like Lucknow's Ekana Stadium.

"This is the problem. You think that Yadavs are backward. Did you not visit the (Ekana) stadium to watch the (World Cup) match? How are we backward? A backward (person) could not have built a stadium like that," the former UP CM said.

The Ekana Stadium played host to a top-draw World Cup clash between India and England, with the hosts posting a dominant win over the defending world champions. While leaders across the political aisle hailed India's win, UP Chief Minister Yogi Adityanath was in attendance at the stadium.

Hitting out at CM Adityanath, Akhilesh said, "The ones who built the stadium are forward, and the ones who took pictures in it are backward. The ones who made the expressway are forward."

The Lucknow Ekana Stadium was built during Akhilesh's term as chief minister.

Coining the term 'PDA', the SP said earlier that the idea was born out of a shared consciousness of the exploitation and oppression of the pichde (backward), Dalit and alpasankhyak (minority community).

"PDA is basically the name of that unity born out of the consciousness of the exploitation, oppression and neglect of the backward, Dalit and minority communities," Akhilesh posted on X earlier.

"Need Of Hour To Ensure Maratha Quota Demand Fulfilled": Sharad Pawar

Nationalist Congress Party chief Sharad Pawar on Sunday alleged the inaction by the Maharashtra and Central governments on the Maratha quota issue has led to unrest in the community.

Speaking at a function, Mr Pawar said the demand of Maratha quota activist Manoj Jarange should be accepted without hurting the interests of other communities.

The NCP chief said he had met Mr Jarange when he had observed a fast last month and understood the demands raised by him.

Maharashtra and Central governments didn't take immediate decision on the Maratha quota issue which triggered unrest in the community, he alleged.

"As a party too, our stand is clear. Jarange's demand should be met without hurting the interests of other communities. The need of the hour is to ensure that the quota demand is fulfilled in a proper way," Mr Pawar said.

Maratha community has been staging protests seeking reservation in the government jobs and education under the Other Backward Classes (OBC) category.

The agitation intensified after quota activist Manoj Jarange sat on an indefinite fast from October 25 as part of the second phase of the protest. On his appeal, many villages have banned the entry of political leaders. Jarange has announced that fast-unto-death protests will begin in villages across Maharashtra from Sunday if the state government fails to act on the pending demand of the Maratha community.

The Maharashtra government's stated position is that it is committed to granting the reservation to the Maratha community which stands legal scrutiny.

In Fresh Death Threat To Mukesh Ambani, A Demand Of Rs 200 Crore

Reliance Industries chairman Mukesh Ambani has received a fresh death email threatening to shoot him if he does not pay Rs 200 crore, the police said on Saturday.

The police said that this time the person who sent the email raised his demand from Rs 20 crore to Rs 200 crore due to no response to his previous email.

"Another email came from the same account which read: 'U have not responded to our email now the amount is 200 crore otherwise the death warrant is signed'," the police said.

On Friday, Mukesh Ambani received an email threatening to shoot him if he doesn't pay Rs 20 crore.

According to the Mumbai police, the threat mail said: "If you don't give us 20 crore rupees, we will kill you, we have the best shooters in India."

Based on a complaint by Mukesh Ambani's security in-charge, the Gamdevi Police in south Mumbai registered a case against an unknown person under Sections 387 and 506 (2) of the Indian Penal Code.

Further investigation is underway.

In Mizoram Manifesto, BJP Promises 33% Quota For Women In Jobs

BJP president JP Nadda on Friday released his party's manifesto for the assembly elections in Mizoram, making a host of promises, including a 33 per cent reservation for women in government jobs and investigation into a social welfare scheme of the MNF government.

In the 70-page 'Vision Document', the BJP went big on promises aimed at attracting the women voters, who play a significant role in Mizoram's society.

Speaking at the function after releasing the manifesto, Mr Nadda said the BJP is committed to making it the document of reality.

"Many political parties come out with their vision document, their mission document, their manifesto, but we find them to be a mere piece of paper because even they are not very sure whether they are going to pursue that vision or mission or commitment. But, when BJP brings out a 'vision document', it is well-researched," he said.

Noting the key points in the document, Mr Nadda said that if voted to power, the BJP will invest Rs 1,000 crore to revamp the agricultural infrastructure of the state.

It will also introduce 33 per cent reservation for women in government jobs, and establish 'Mizoram Hmeichhiate Battalion' -- the state's first all-women police battalion, he said.

"We would introduce the Queen Ropuiliani Women Empowerment Scheme whereby every girl child will be offered a cumulative financial assistance to the tune of Rs 1.5 lakh," he added.

It will also launch 'Operation Drug-Free Mizoram' to curb drug addiction among youths of the state, if voted to power.

Mr Nadda said the BJP will establish a special investigation team to probe the "irregularities and corruption" in the implementation of the Socio-Economic Development Programme, the flagship scheme of the Zoramthanga-led Mizo National Front (MNF) government.

He said the BJP is also committed to resolving the long-standing border dispute between Mizoram and Assam.

The BJP also promised a budget of Rs 250 crore to revamp the government schools, and Rs 350 crore to build new government colleges and revamp the existing ones.

It promised 'Mizoram Olympic Mission' to make it a leading state for sportspersons. Among the initiatives will be a sports academy and fully-funded scholarships for aspiring sportspersons in different disciplines.

Mr Nadda also announced that the coverage under the Ayushman Bharat scheme will be increased from Rs 5 lakh to Rs 10 lakhs, and the Zoram Medical College (ZMC) will be upgraded to Regional Institute of Medical Sciences (RIMS).

The annual financial assistance of Rs 6,000 under the PM-Kisan scheme for farmers would be increased to Rs 8,000, he said.

The BJP will also allocate Rs 3,000 crore to upgrade and modernise all roads over the five years, if voted to power, he added.

Mr Nadda said the BJP will revamp state tourism with a corpus of Rs 250 crore.

He said the Northeast region experienced a significant change after the NDA came to power at the Centre.

Polling for the 40-member Mizoram assembly will be held on November 7, and the counting of votes will take place on December 3.

The BJP, which contested 39 seats in the last assembly polls in 2018, is now contesting 23 seats. It has one MLA in the current assembly.

"PM Modi In Maharashtra Because...": Congress Leader's Big Charge

Maharashtra Congress chief Nana Patole on Thursday claimed Prime Minister Narendra Modi was in the state to get some industries, including the diamond sector, to shift to neighbouring Gujarat.

He also alleged the BJP-led state government was looting Maharashtra on the instructions of "Delhi" (an apparent reference to the Centre).

PM Modi was in Shirdi in Ahmednagar district, where he inaugurated a massive devotees' complex of the renowned Sai Baba temple, the canal network of the Nilwande Dam, as well the 'Namo Shetkari Mahasanman Nidhi Yojana' under which 86 lakh farmers of the state will get Rs 12,000 each per year as aid.

"The activities of shifting mega investment projects from Maharashtra to Gujarat has been going on for the last one-and-half years. Prime Minister Narendra Modi is touring the state today to shift diamond and other business activities in Mumbai to Surat (in Gujarat)," Mr Patole alleged.

"The Eknath Shinde-Devendra Fadnavis government is making all efforts to reduce the importance of Mumbai in the country's economy. The state's BJP-led government is looting Maharashtra on the instructions of Delhi," he told reporters.

A vast diamond industry is being developed in Surat, which will take away Mumbai's business, he told reporters.

PM Modi is also here to issue pending works of the Mumbai-Ahmedabad bullet train project, which is a burden on Maharashtra, Mr Patole claimed.

Man Dies Due To Suspected Food Poisoning After Eating "Shawarma": Cops

A 22-year-old man, who had been under treatment for suspected food poisoning after eating "shawarma", died in Kochi on Wednesday, the police said.

Shawarma is a popular street food in the Middle East that has many takers in the southern states.

The dead man was identified as Rahul, a resident of Teekoy in Kottayam district.

According to his family, he developed uneasiness after consuming "shawarma", which he ordered online from a hotel here on October 18.

After undergoing treatment at a private hospital in Kakkanad near Kochi since Sunday, he breathed his last today.

Thrikkakara police said they registered a case against the hotel in Mavelipuram on Monday based on the complaint of the man's family, and the municipality authorities closed down the hotel the next day.

"We can ascertain whether shawarma was the reason for the alleged food poisoning only after receiving the postmortem report," a police officer said.

Further action would be taken after the medical report is received, the officer added.

2 Dead In Jharkhand As Truck On Way To Durga Immersion Falls On People

Two persons were killed and four others suffered injuries on Tuesday when a truck fell on the people who were in a procession for immersion of the idol of goddess Durga in Jharkhand's Jamshedpur city on Tuesday evening, Health Minister Banna Gupta said.

The incident occurred at Bodhanwala ghat under Bistupur police station when the truck was negotiating a slope.

Two persons died in Tata Main Hospital where four other injured are under treatment, the health minister said in a statement issued after visiting the healthcare facility.

The condition of two of the injured is stated to be serious.

All the victims were members of the Kitadih Puja Committee in Bagbera area here, police said adding that they were in the immersion procession.

Gupta asked East Singhbhum District Civil Surgeon Dr Jujhar Majhi and the hospital authorities to ensure proper treatment of the injured.

Chief Minister Hemant Soren condoled the death of the two persons during the immersion of the idols.

“May God grant peace to the departed souls and give strength to the bereaved family members to bear this grief. The district administration is providing medical aid to the injured people. I wish speedy recovery to all the injured.” The district administration appealed to the devotees to take care of their safety on a priority basis during the immersion.

A huge crowd thronged the roads of Steel City here to witness immersion processions taken out by over 200 community Durga puja committees.

Immersion of idols is underway in different ghats amid tight security. While divers were engaged in ghats as a precautionary measure, the police are using drones to keep a vigil on miscreants.

"Committed To Issuing Reservation To Maratha Community": Devendra Fadnavis

The Maharashtra government is committed to granting reservation to the Maratha community but will have to ensure that the allocation stands the legal and constitutional scrutiny, Deputy Chief Minister Devendra Fadnavis said on Monday. Fadnavis' assurance comes on the eve of the expiry of an ultimatum given by activist Manoj Jarange to the government for declaring a quota for Marathas under the OBC category.

The senior BJP leader also said a hurried decision on granting a quota in education and government jobs may be struck down by the Supreme Court.

"Chief Minister Eknath Shinde has stressed that the government wants to give the reservation to the Maratha community which will pass the legal and constitutional tests. Suppose a decision to award reservation in education and government jobs is taken hurriedly, in that case, the court will strike it down, and the state will face the criticism of cheating the community," Fadnavis told reporters in Nagpur.

When asked about the demand of the Maratha Kranti Morcha for restructuring the state Backward Classes Commission, he said CM Shinde will definitely take a decision on this front.

If some vacancies are to be filled, we will do it, he added.

"In the past, our government had given the reservation (to Marathas) that was upheld by the Bombay High Court. Maharashtra was the only state after Tamil Nadu where the HC had upheld the reservation granted by the state," Fadnavis said.

The former chief minister said the Supreme Court never issued a stay order on the reservation given to the Maratha community when the BJP-led government was in power in Maharashtra (from 2014 to 2019).

"But I do not want to indulge in politics over what happened later (when Uddhav Thackeray-led MVA was at the helm from November 2019 to June 2022). Our government is committed to issuing the reservation to the Maratha community. We will get it done," Fadnavis added.

A day earlier, Manoj Jarange had said he would launch a fast-unto-death protest from October 25 if the government fails to grant quota to the Maratha community by Tuesday.

Jarange also said the Maratha community would not let political leaders, including MPs and MLAs, enter villages across the state until the reservation demand is met.

The Maratha quota issue took centre stage in Maharashtra politics after some people supporting Jarange during his hunger strike protest in September were allegedly lathi-charged by police at Antarwali Sarati village in Jalna district.

Hotel Owner, 8-Year-Old Son, Stabbed To Death In Their Delhi House

A hotel owner in his 30s and his eight-year-old son were stabbed to death in their sleep in their house in central Delhi's Paharganj area, police said on Saturday.

The body of the two was discovered Saturday afternoon when the hotel owner's wife and daughter came to check on them failing to get a response after several calls on the man's mobile phone, police said.

The victims were identified as Anuj Singh and his son Raunak.

"Their bodies were discovered on the first floor of the building, where Anuj used to stay with his family. His neck was slit and there were multiple stab wounds on his body. The body was lying on the bed," a police officer said.

His son was lying on the floor in a pool of blood, he said.

The house was ransacked and some valuables were suspected to be missing, the officer said.

DCP (Central) SK Sain said a case of murder is registered at Nabi Karim Police Station and an investigation has been launched into the killings.

"A man from Muzaffarpur, Bihar, identified as Sonu, who was hired as a hotel staff, is our prime suspect as he was staying on the second floor of the building and has been missing since morning," Sain said.

The suspect has also taken away the mobile phone and DVR of the CCTV installed in the building, police said.

Police said Anuj had recently bought a house in Dwarka which he often used to visit.

On Friday too, Anuj along with his mother, wife, and two children had gone to their new house for some prayers. His mother and wife stayed back, he and his son returned.

"It is suspected that Anuj and his son were attacked while both were sleeping. Teams have been formed to nab the suspect," the officer said.

Delhi Records Minimum Temperature Of 16.1 Degrees Celsius

Delhi recorded a maximum temperature of 31.1 degrees Celsius on Friday, a notch below the season's average, according to the India Meteorological Department.

The national capital's minimum temperature settled at 16.1 degrees Celsius, two notches below the season's average, the IMD said.

The relative humidity oscillated between 89 per cent and 45 per cent.

The IMD has predicted mainly clear skies for Saturday. The maximum and minimum temperatures in the city are likely to settle at 32 and 16 degrees Celsius, respectively.

Delhi's Air Quality Index (AQI) stood at 190 around 7 pm, according to Central Pollution Control Board (CPCB) data.

An AQI between 0 and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

Several BJP, AAP Leaders, Tribal Party Workers Join Congress In Gujarat

Several leaders of the Aam Aadmi Party and the ruling BJP in Gujarat joined the Congress on Thursday in the presence of the opposition party's general secretary in charge of the state Mukul Wasnik.

Some of the key leaders who joined the Congress at its 'Rajiv Gandhi Bhavan' headquarters in Ahmedabad were Ishwar Patel, former MLA of Dharampur seat of Valsad, and Arif Ansari, who is former chairman of Gujarat AAP's minority cell.

Ishwar Patel won from Dharampur seat in 2012 as a Congress MLA. He had joined BJP some time back.

Surat-based lawyer Arif Ansari said he had resigned from AAP nearly four months back after he was removed from the minority cell and made chairman of sports cell.

Other leaders who joined Congress included former BJP president of Kodinar taluka Pravinsinh Zala, former BJP president of Santrampur town Sunil Bhoi, organisation secretary of BJP's state women wing Miraben Panchal and former AAP president of Narmada district Dharmendrasinh Gohil, said a Congress release.

Several Bharatiya Tribal Party (BTP) functionaries also joined the Congress during the day, it added.

On the occasion, Mukul Wasnik said the BJP's "anti-people" policies were hurting citizens of the country, resulting in the rich getting richer and the poor getting poorer.

Welcoming the new entrants, Mukul Wasnik said the Congress under Rahul Gandhi was on a mission to unite the country, adding that all must come together to save the nation.

Gujarat Congress president Shaktisinh Gohil said his party always believed in taking everyone along.

The entry of these leaders and workers will further strengthen the party in Gujarat, said the Congress release.

"Bar And Bench Worked Together For Equality For Citizens": Justice Siddharth Mridul

The bar and the bench are the two wheels of administration of justice and have always worked together to secure liberty, equality and justice for the people of this country, Manipur High Court's chief justice designate Justice Siddharth Mridul said on Wednesday.

Justice Mridul, who has been a judge of the Delhi High Court for more than 15 years, was speaking at the full court reference organised by the high court to bid farewell to him following his appointment as the chief justice of the Manipur High Court.

"I candidly admit that I would not have achieved (what I have) without each one of you holding my hand and raising my spirits through difficult times... "The bar and the bench are the two wheels of the administration of justice which have always worked together in Delhi to secure for the people of this country liberty, equality and justice - social, economic and political," Justice Mridul, who became emotional during his address, said.

He was appointed as additional judge of the Delhi High Court on March 13, 2008 and became a permanent judge on May 26, 2009.

During his address, he made a request to the senior members of the bar to adopt young lawyers and impart necessary skills of advocacy to them and support them with the resources they need to earn a dignified living.

Justice Mridul also advised young lawyers to remember the famous words of scientist Albert Einstein that "you never fail until you stop trying".

"My personal belief is that the objective all of us seek to attain is to ensure the welfare and wellbeing of the lowest social and economic denominator. In other words, the upliftment of the weakest section of the society," he said.

He said he would miss Delhi, the beautiful city, and all the courts here where he has practised as a lawyer.

"I reiterate what I said in the glorious and unforgettable farewell given to me by the Bar today. "Meharban hokar bulalo mujhe chahe jis waqt, main gaya waqt nahi hoon ke fir aa bhi na sakoon (Be kind and call me any time you want, I am not the time gone by that I cannot come back again)," Justice Mridul, known for his penchant for 'Shayari', said.

Chief Justice Satish Chandra Sharma congratulated Justice Mridul on his elevation and said the citizens of Manipur will greatly benefit from his presence.

"Certainly the blessings will ensure that your tenure in Manipur is a successful one... I am experiencing mixed emotions today. Delhi's loss is Manipur's gain. Court Orders Woman To Pay Rs 25,000 Over Rape Charge U-Turn After 6 Years

The Bombay High Court imposed a fine of Rs 25,000 on a woman, who six years ago accused a man of raping her and forcing her to abort twice, only to clarify later that it was a consensual relationship and there was no coercion.

A division bench of Justices Anuja Prabhudessai and NR Borkar in its September 20 order, made available on Tuesday, noted that the woman said before the High Court that she terminated her pregnancies of her own will.

The accused in the case went to the High Court seeking to quash the FIR in the case.

"The complainant has filed her affidavit stating that the relationship with petitioner (the accused) was consensual and that she had taken a conscious decision to abort the pregnancies since she was not legally married. She claims that she is already married to another person and has a child and is living a peaceful family life. She has accorded her consent to quash the FIR and all consequent proceedings," the court noted in the order.

The judges directed that the FIR be quashed accordingly, but also asked the woman to pay Rs 25,000, by way of cost, to the Tata Memorial Hospital in Mumbai within two weeks.

In 2017, the woman alleged that the petitioner raped her and his family members compelled her to terminate the pregnancies twice.

Even if the allegations in the FIR were accepted in their entirety, the physical relationship between the parties was consensual, the court observed.

AAP To Make Electoral Debut In Northeast By Contesting Mizoram Polls

Arvind Kejriwal's Aam Aadmi Party has decided to make electoral debut in the northeast by contesting in the Mizoram assembly polls. Rajesh Sharma, AAP's northeast in-charge, told reporters in Delhi today that the decision to expand the organisation and contest elections in the northeastern states was made on Sunday at a meeting with Mr Kejriwal. A coordination committee and a northeast cell will be formed for organisational expansion.

"AAP will also participate in the upcoming Mizoram assembly elections. The details of the number of seats contested and the constituencies will be provided by the state committee, and an announcement regarding it will be made soon," Mr Sharma said.

People in the northeast are grappling with various issues, including education, healthcare, inflation, and unemployment, and they believe that AAP can provide solutions to these problems, he said.

The northeast faces a multitude of issues, including rampant corruption and nepotism. The Chief Ministers in these states often treat the state as their family estate, and government contracts are typically awarded to their family members and friends, he said.  

Government schools, hospitals, and roads are in poor condition and inflation is on the rise. Unemployment is a significant problem. Addressing these issues has become crucial, he added.

After witnessing the party's track record in Delhi and Punjab, the people of the northeast believe that only AAP can accomplish these tasks, Mr Sharma said. So they want AAP to expand its organisation and participate in elections in all the northeastern states.  

In states like Arunachal Pradesh, Assam, and Manipur, where the BJP is in power, they have initiated divisive politics in a forceful manner, he said, "by dividing communities and stoking tensions, including conflicts like the Kuki-Meitei dispute".

"This has left the people of the northeast quite distressed because they never support this kind of politics. That's why the AAP is determined to expand its organisation with full force in the northeastern states," he added.

Haryana Chief Minister Lays Foundation Stone Of Domestic Airport At Ambala

Haryana Chief Minister Manohar Lal Khattar on Sunday laid the foundation stone of a domestic airport in Ambala Cantonment, saying it will not only improve connectivity but also spur economic activity.

The civil enclave -- a military airbase area allotted for civil aviation use -- was sanctioned under the UDAN scheme. The airport -- touted as the dream project of Haryana Home Minister Anil Vij, a six-time MLA from Ambala Cantonment -- will be established on 20 acres, alongside the Air Force Station.

The "bhoomi pujan" and foundation stone laying ceremony was done in the presence of Mr Vij, Deputy Chief Minister Dushyant Chautala, and Rajya Sabha MP Kartikiye Sharma.

Speaking on the occasion, Mr Khattar said the airport will further increase Haryana's connectivity with other states and also spur economic activity.

It can also act as a support facility for the Chandigarh airport, he said.

"When an airport comes up, it spurs economic activity and development," the chief minister said.

The airport, once completed, will also use the already-existing runway of the Ambala Cantonment Airport Station for the landing of commercial aircraft.

Officials said the Union Ministry of Defence has agreed to allow the use of the Air Force airstrip for civil aviation. The ministry also allotted about 20 acres of its land to build the civil enclave, with the Haryana government paying Rs 133 crore.

The Public Works Department of the Haryana government has issued a tender worth Rs 16 crore for the construction of a terminal building.

It has separately approved Rs 25 crore for other works at the airport.

Mr Chautala said a passenger terminal, which can cater to at least 200 people at a time, will come up within six months.

The Haryana government has applied for permission to start flights from Ambala to destinations, including Srinagar, Varanasi, Jaipur, Amritsar and Delhi, under the UDAN scheme.

Mr Vij said once the airport becomes operational, it will also cater to people from western Uttar Pradesh, Uttarakhand, Himachal Pradesh and Punjab.

The BJP-led government in the state has done a lot of work in Ambala Cantonment and Ambala has made great progress, Mr Vij said.

About the airport project, he said a lot of effort was made to ensure its realisation as it required permission from the Army, Air Force, defence ministry and other departments.

It is a matter of great joy for the people of Ambala that the foundation stone of a very ambitious project has been laid. Every single person in Ambala must thank Khattar for the efforts he made to realise the airport project, the minister said.

It was Prime Minister Narendra Modi's dream that the common man should be able to afford and undertake flight travel and that is why the UDAN scheme was launched, Vij said.

He added that India's prestige has risen globally under Modi's leadership.

Mr Vij also lauded Mr Chautala and said he facilitated all permissions that were required.

When an airport comes up, it does not benefit a city alone but the entire region gets a boost, Mr Vij said.

Probe Agency's Custody Of Chinese National In Money-Laundering Case Upheld

The Delhi High Court has refused to interfere with a trial court order sending Chinese national Guangwen alias Andrew Kuang to three-day Enforcement Directorate custody in a money laundering case against Chinese smartphone maker Vivo.

Justice Swarana Kanta Sharma, in an order released on Saturday, dismissed a petition by Kuang -- an office bearer of Vivo Mobile India -- challenging the trial court order of remand, noting that as per the grounds of arrest and the remand application, the petitioner, "one of the main conspirators", was involved in the incorporation of the companies throughout the country for acquiring and siphoning off proceeds of crime.

"Ultimately, the investigating officer had concluded (in grounds of arrest) that the present petitioner was the prime conspirator of the formation of these companies through which acquisition of proceeds of crime had taken place and which, after layering and integration, had been siphoned off by Vivo India," the court observed in an order dated October 13.

"This court does not find any infirmity in the order of remand dated 10.10.2023 challenged before this Court as the same takes into account the mandate of compliance of provisions of Section 19 of PMLA as well as Section 45 of PMLA. Accordingly, the present petition stands dismissed along with pending application," ordered the court.

On Friday, the trial court extended the custody of the petitioner with ED by three days in the case.

The petitioner, apprehended on October 10, had argued before the high court that his arrest was carried out in a malafide manner and against the mandate of the Prevention of Money Laundering Act (PMLA) and no case was made out against him.

Rejecting the objections, the court observed that the remand application specifically mentioned that on the basis of the investigation carried out so far and material collected, the present petitioner was "guilty" of the offence of money laundering and therefore written grounds of arrest were also given to him.

On October 10, the trial court sent four people, including the petitioner, to three-day ED custody in the case.

The agency had raided the company and its linked people in July last year, claiming to have busted a major money laundering racket involving Chinese nationals and multiple Indian companies.

The ED had then alleged that a whopping Rs 62,476 crore was "illegally" transferred by Vivo to China in order to avoid payment of taxes in India.

Punjab's 2-Day Assembly Session "Is Bound To Be Illegal": Governor Office

Days after the Bhagwant Mann government called a two-day sitting of the Punjab Assembly, the Governor's Secretariat has said this session -- being projected as an extension of the Budget session -- is "bound to be illegal" and any business conducted during it "unlawful".

However, notwithstanding the Governor's Secretariat's letter dated October 12 pointing to the alleged illegality involved, the Vidhan Sabha Secretariat on Friday announced the schedule of the session.

This is the second time this year that a row has erupted between the AAP government and the Raj Bhavan over the summoning of an assembly sitting and fresh developments are likely to escalate it further.

The Raj Bhavan reminded the assembly secretary on Thursday that a few months ago, the governor had termed a similar special sitting of the budget session in June "patently illegal".

Punjab officials had earlier said the October 20-21 session would be an extension of the fourth session -- the budget session in March.

The session is widely expected to discuss the recent Supreme Court directive on the construction of the Sutlej-Yamuna Link Canal in Punjab, a project which the state is reluctant to complete, claiming that it has no water to spare for neighbouring Haryana.

According to the tentative schedule issued by the Punjab Vidhan Sabha Secretariat on Friday, the sitting will begin with obituary references on October 20 at 11 am, followed by legislative business to be taken up at 12 pm. The House will take up legislative business on October 21.

In its letter to the Punjab Assembly's secretary, the Governor's Secretariat said, "I have been instructed to draw your attention to the Hon'ble Governor's letter dated July 24, 2023, which recorded Hon'ble Governor's objection to a similar extended session styled as the 'Special Session of the 4th (budget) of the 16th Punjab Vidhan Sabha', called on June 12, for June 19 and 20." "Based on legal advice and for reasons stated in the said letter, Hon'ble governor had pointed out that the calling of such a session was patently illegal, against the accepted procedures and the practice of the legislature, and against the provisions of the Constitution," it stated.

In the present case also, calling a "special session of the fourth budget session of the 16th Punjab Vidhan Sabha", suggesting that it is a continuance of the fourth session which was adjourned sine die on June 20, is "an attempt to extend the budget session which was summoned by the Hon'ble Governor for March 3, 2023, and which stood concluded on March 22 after the completion of the agenda for business of the said session", the letter said.

"In view of the reasons stated in the letter dated July 24, any such extended session is bound to be illegal, and any business conducted during such sessions is unlawful, and ab initio void (having no legal effect)", it added.

On Thursday, Punjab Governor Banwarilal Purohit told reporters in Amritsar that he was not asked about the two-day assembly session being called by the AAP government.

Officials argue that the session will be an extension of the budget session and there is no need to take the approval of the governor.

Since the fourth session has not been prorogued yet, approval of the governor to call a sitting of the assembly is not required and the assembly speaker is competent to convene it, official sources had said earlier.

The Mann-led Punjab government has locked horns with the Raj Bhavan on several issues in the past.

In July, Purohit said that once the business of the meeting is over and nothing remains to be transacted, the meeting cannot be artificially kept alive. His response had come after Mann urged him to sign the Sikh Gurdwaras (Amendment) Bill, 2023, aimed at ensuring a free-to-air telecast of 'Gurbani' from the Golden Temple in Amritsar.

It was one of the four bills passed during the June 19-20 session. The bills are still lying with the governor for his approval.

On the SYL issue, the opposition parties have turned the heat on the AAP government, accusing it of weakening Punjab's stand in the Supreme Court by stating that the state government was "ready to build the canal but the opposition parties and farmers were not allowing it".

The top court had on October 4 asked the Centre to survey the portion of land in Punjab that was allocated for the construction of part of the SYL canal and make an estimate of the extent of construction carried out there.

Haryana Bureaucrat Arrested On Corruption Charges, 2nd Case In A Week

Haryana's Anti-Corruption Bureau (ACB) has arrested an IAS officer, Jaibir Singh, for allegedly demanding a bribe to sanction a transfer, an official spokesperson said on Thursday.

Jaibir Singh, who is posted as the managing director of the Haryana State Warehousing Corporation, is the second bureaucrat to be arrested in a corruption case in two days.

IAS officer Vijay Dahiya was arrested by the ACB in connection with a corruption case on Tuesday.

A complaint was received that Singh had demanded a bribe of Rs 3 lakh from the complainant for sanctioning a transfer. The ACB arrested Singh o n Wednesday after a middleman allegedly accepted the bribe on his behalf, an ACB spokesperson said.

The middleman, a private individual, was also arrested from Panchkula, he said.

A case has been registered against Singh, the private person and two others at Panchkula ACB police station, the spokesperson said.

5 Dead After North East Express Derails In Bihar, Rescue Teams At Site

At least five people were killed after the North East Express train derailed in Bihar on Wednesday. An official said that the incident took place close to Raghunathpur station near Buxar around 9.35 pm. The train, which was coming from Anand Vihar Terminus in Delhi, was on its way to Kamakhya near Guwahati in Assam.

Teams of the national and state disaster response forces have been sent to the site. The district administration has also alerted hospitals.

Bihar Deputy Chief Minister Tejashwi Yadav said that he has spoken to the Disaster Management Department, Health Department, and the district officials of Buxar and Bhojpur to reach the spot and speed up the relief and rescue work. 

Assam Chief Minister Himanta Biswa Sarma's office also said that they are "closely monitoring the unfortunate derailment" of the train in Raghunathpur. 

They added that they are in touch with the district authorities in Buxar and other agencies.

"20,000 Indians Live In Israel, Don't Know About Any Death": Israeli Consul

More than 20,000 Indians live in Israel but he was not aware of any Indian national getting injured or killed in the ongoing fighting between Israeli forces and Hamas members, Israel's Consul General in Mumbai Kobbi Shoshani has said. Airline operations from India to Israel have been stopped and the Ministry of External Affairs is working to bring back the Indians stranded in his country, he told PTI on Tuesday.

"We do not know about any death or injury to civilians of India who are staying in Israel. If we come to know about any case I will be personally involved. More than 20,000 Indians stay in Israel. I don't know the exact number of Indians stuck in Israel," Shoshani said.

Many Bollywood actors were at an event in Israel when Hamas launched its incursions on Saturday, he said. Actor Nushrratt Bharuccha recently came back to India safely from Israel, he added.

The multi-pronged attacks against Israel by Hamas militants from Gaza and the Israeli retaliation have left over 1,200 people dead so far.

Gujarat Teacher Arrested For Beating Up 4-Year-Old Girl In School

A female teacher of a private school was arrested on Wednesday for allegedly beating up a four-year-old girl studying in the pre-primary section of the institute in Gujarat's Surat city, said police.

The teacher, Jashodaben Khokharia, was arrested and charged under Indian Penal Code (IPC) section 323 (voluntarily causing hurt) and also relevant sections of the Juvenile Justice (Care and Protection of Children) Act, 2015, said Assistant Commissioner of Police Vipul Patel.

"Based on a complaint given by the girl's parents, we have arrested the teacher Jashodaben," said Vipul Patel.

The issue came to light when the parents of the girl, studying in the pre-primary section of a private school, shared CCTV footage with the media showing Khokharia repeatedly hitting their daughter on her back and slapping her for some reason during class on Monday.

In the CCTV footage of the classroom, Khokharia can be seen sitting near the child and slapping her on her back and on face for nearly 30 times.

When TV channels highlighted the issue, Gujarat Minister of State for Education Praful Pansheriya condemned the ill-treatment of the child and asked the District Education Officer to conduct an inquiry into the incident.

The girl's parents told reporters their daughter did not inform them about the teacher's brutality and they learnt about it on seeing swelling marks on her body after she came back from the school on Monday.

"We visited the school on Tuesday and asked the principal to show us CCTV footage of her classroom. The footage clearly shows how mercilessly my daughter was thrashed by the teacher in front of other students. We want authorities to give us justice," an angry father of the girl said.

"Sextortion" Racket Using Dating Apps Busted In Odisha, 4 Minors Detained

The Odisha Police on Wednesday arrested a person and detained four minor boys for their alleged involvement in a "sextortion" racket being operated through dating apps.

The police action came on the basis of written complaints filed by two persons from Bhubaneswar and Khurda.

"We have detained four minor boys and arrested an adult male for luring and cheating people through dating apps. They also extorted money from the victims by blackmailing," said Girija Shankar Chakrabarty, ACP (Zone-II), Bhubaneswar.

The gang members used to engage in friendly chats with people and invite them to a house in Bhubaneswar, where they allegedly shot obscene videos and threatened to circulate those on social media, police said.

They would rob their victims of valuables and transfer money from their bank accounts by blackmailing them, the officer said.

Further investigation is underway.

S Jaishankar Meets Sri Lankan President, Holds Extensive Discussions

External Affairs Minister S Jaishankar on Wednesday called on Sri Lankan President Ranil Wickremesinghe in Colombo and held "extensive discussions" aimed at enhancing the relationship between the two neighbours.

The minister, who is here to attend the 23rd Council of Ministers Meeting of the Indian Ocean Rim Association (IORA), met with President Wickremesinghe at the Presidential Secretariat.

"Called on President of Sri Lanka Ranil Wickremesinghe today evening in Colombo. Conveyed the warm greetings of PM @narendramodi. Discussed the progress in taking the India-Sri Lanka relationship forward across the many domains of our cooperation," Mr Jaishankar said in a post on platform X.

During their meeting, they engaged in "extensive discussions aimed at enhancing the relationship" between India and Sri Lanka, the President's office said.

Additionally, three new bilateral agreements were signed to foster greater cooperation between the two countries, it added.

The minister said India and Sri Lanka also launched a logo celebrating the 75 Years of "our diplomatic relationship today".

Sharing the picture of the logo on X, he said, it "captures our deep historical, cultural and people to people bonds".

S Jaishankar arrived in Colombo on Monday evening to attend the IORA Council of Ministers meeting - the highest decision-making body of IORA, the largest and pre-eminent organisation in the Indian Ocean Region with 23 members and 10 dialogue partners.

At the meeting, India assumed the Vice Chair role of IORA for 2023-25 leading to chairing in 2025-27.

This was his second visit to Sri Lanka in 2023.

S Jaishankar last visited Colombo in January during which he held talks with Lanka's top leadership and discussed the entire gamut of close bilateral partnership and steps to strengthen it in all spheres.

Crocodile Strays Into West Bengal Town In Dead Of Night, Rescued

A crocodile strayed into a town in West Bengal's Purba Bardhaman district in the dead of the night, triggering panic in the area, officials said on Tuesday.

The incident happened in Palpara of Kalna town. The crocodile entered the area around 1 a.m. from the nearby Bhagirathi river, they said.

The people of the area, panicked by the situation, spent a sleepless night with the crocodile going from one lane to the other.

"We haven't seen any such thing in our lives. We were awake the entire night," said Subhash Mondal, a local.

The crocodile was rescued by personnel of the Forest Department around 8 a.m., officials said, adding that it will be released into the river.

"It is suspected that the rise in the water level of the river may have led to this incident. It is also possible that the crocodile entered the locality while chasing prey," said divisional forest officer Nisha Goswami.

Artist Chintan Upadhyay Gets Life Imprisonment For Conspiring To Kill Wife

A sessions court here on Tuesday sentenced artist Chintan Upadhyay to "rigorous imprisonment for life" for conspiring to kill his estranged wife Hema Upadhyay. Rejecting the prosecution's demand for a death sentence, the court, in the judgment, noted that Chintan was an acclaimed international artist who did not have any criminal antecedents.

While seeking to "finish off all the problems relating to Hema once and for all, a thought might have taken the shape of determination to eliminate" her, said additional sessions judge, Dindoshi court, S Y Bhosale in his judgment.

On October 5, the court had held Upadhyay guilty of abetting and conspiring to kill his wife, who too was an artist.

On Tuesday, the sentence was passed.

Three co-accused, namely, tempo driver Vijay Rajbhar and helpers Pradeep Rajbhar and Shivkumar Rajbhar, found guilty of murdering Hema and her lawyer Haresh Bhambhani, were also sentenced to rigorous imprisonment for life.

The court order noted that the flat where Hema and Chintan were residing was jointly owned by them. In case of Hema's death, the property would have gone to Chintan.

While Chintan had filed a petition for divorce on the ground of cruelty which the family court granted, Hema challenged it before the High Court, and thus, Chintan was required to wait till the HC decided the matter, the sessions court said.

These two circumstances were sufficient to infer the motive to kill Hema, it said.

But the case was not "rarest of rare" (which warrants capital punishment), and hence it was awarding the punishable of life sentence, the court said.

The other three accused had no criminal antecedents and were young, the judge said, adding that Shivkumar had just completed 18 years of age when the crime was committed.

"Their financial condition appears to be very poor, and that appears to be the sole ground that they agreed to commit the present offence," the judge said.

Chintan Upadhyay had crossed 50 years of age and was well-off; he was also an internationally acclaimed artist, the court noted.

"He has no criminal antecedents. It appears that at particular point of time to finish off all the problems relating to Hema once and for all, a thought might have taken shape of determination to eliminate Hema," the court said.

This thought was the result of the particular period he was passing through, it added.

"Thus, there appears less possibility that they (the four convicted accused) would commit any offence in future. In other words, the possibility of reformation of these accused is high," it said.

The court held though "the act of the accused was brutal, the case cannot be termed as a rarest of rare case which warrants death penalty."

Hema Upadhyay and advocate Bhambhani were killed on December 11, 2015, and the bodies were stuffed into cardboard boxes and thrown into a ditch in suburban Kandivali.

Vidyadhar Rajbhar, who is accused to executing the murders, is yet to be arrested.

Chintan Upadhyay was arrested soon after the murders for allegedly conspiring to eliminate his wife.

He spent nearly six years in jail before being granted bail by the Supreme Court in September 2021.

Rajasthan To Witness 50,000 Weddings On Day Of Voting

Polling day in Rajasthan coincides with Dev Uthani Ekadashi, an auspicious occasion when more than 50,000 weddings are likely to take place in the state, and the people involved in the business claim that this could hurt the voting percentage. Dev Uthani Ekadashi will be observed on November 23, when voting for the 200-member Rajasthan Assembly will also be held.

Dev Uthani Ekadashi is the most preferred occasion for weddings. It also marks the beginning of the wedding season.

Trade stakeholders believe that this could affect the voter turnout in the desert state, where the election department has set a target of 75 per cent voter turnout at all the 51,756 polling booths.

The voter turnout in the 2018 Rajasthan Assembly polls was 74.71 per cent.

The Election Commission (EC) announced on Monday that voting for all 200 Assembly seats in Rajasthan will take place on November 23 and the counting of votes will be taken up on December 3.

"Dev Uthani Ekadashi is the most auspicious occasion for weddings and all Hindu castes prefer to hold weddings on this day. More than 50,000 weddings are expected to take place this year on Dev Uthani Ekadashi," Ravi Jindal, president of the All India Tent Decorators' Welfare Association, told PTI.

He said the voting could be affected due to the involvement of a large number of people in the wedding ceremonies, from traders to family members and relatives.

Mr Jindal said nearly four lakh traders, including tent dealers and event managers, are engaged in the wedding industry in Rajasthan and around 10 lakh people are directly or indirectly involved in it, including catering service providers, florists, band parties, choreographers etc.

He said many "baraat" or wedding parties travel to different districts or states for wedding-related functions and the labourers also move from place to place, depending on their work.

"In such a situation, a few lakh people will be directly or indirectly busy on the day of polling. Many may not be able to cast their votes due to being engaged in work or not being present at their polling booths on the day of voting," Mr Jindal said.

Event manager Manish Kumar said, "On Dev Uthani Ekadashi, people go to other cities and districts as part of wedding parties. Similarly, caterers, electricians, florists, band parties and all others engaged in wedding-related work remain busy throughout the day and many of them may skip voting due to this." He said the wedding venues are already booked and full-scale wedding ceremonies will be held on November 23.

Former state BJP chief Satish Poonia, however, said the situation would not have much of an impact on polling and expressed confidence that the party workers would succeed in bringing the voters to the polling booths.

He said elections are a festival of democracy and there is great enthusiasm among the workers of the Bharatiya Janata Party (BJP).

"Voting will be on the day of Dev Uthani Ekadashi, but I do not think that it would have much of an impact because our workers are committed and would ensure that each vote is counted," Mr Poonia said.

He said there is a large number of migrant Rajasthanis who are expected to come home for the wedding ceremonies and this would balance the situation in a way as they too would exercise their franchise.

The election department has made concentrated efforts to increase the voter turnout in the Assembly election.

The chief electoral officer has set a target of ensuring a 75-per cent voter turnout at all the 51,756 polling booths across the state.

A few new booths have been set up for a small number of voters in order to encourage people to vote.

More than 5.27 crore voters, including 2.75 crore male and 2.51 crore female voters, are eligible to exercise their franchise in this election, according to the final voter list.

About 22 lakh voters aged between 18 and 19 years will cast their votes for the first time.

Teesta River In Full Spate, Rescue Efforts In Progress In Sikkim

With North Sikkim cut off by a raging Teesta river, rescue efforts are in progress on a war-footing. A temporary bamboo bridge has been built at Chungthang connecting it to Pegong.

Beyond Pegong, roads and bridges connecting north Sikkim to the rest of the state has been washed away.

After the devastation, Chungthang was completely cut off from Pegong.

The construction of the temporary bridge was a priority, as it will enable transportation of stranded tourists and locals to the other side from Chungthang.

People involved in the Project Swastik of the Border Roads Organisation have established the first composite footbridge over Teesta river at Chungthang, facilitating the rescue of 50 stranded tourists from disaster-hit Lachen Valley today, BRO sources added.

The Indo-Tibetan Border Police rescued 56 civilians at Chungthang via a zip line. Of the 56 civilians rescued, there were 52 men and four women.

Fish Curry-Rice Must At Goan Shacks: State Minister Outlines New Policy

Shacks on Goa's beaches will now have to mandatorily serve "fish curry-rice", a staple of the coastal state, along with other Indian and international cuisines, said tourism minister Rohan Khaunte on Sunday.

The compulsory inclusion of the coconut-based preparation, savoured for its tangy and spicy taste, in the menu of the joints is part of the state's new Shack Policy that aims to promote the Goan cuisine, the minister said.

Up until now, shacks along the shoreline offered North Indian food but Goan dishes were not available at these places, he said.

The government has now made it compulsory for shacks to "display and serve" the Goan food, including "fish curry-rice", he said.

"We have to project our rich cuisine to tourists," Mr Khaunte said.

The tourism minister said that the Shack Policy, which was recently passed by the cabinet, also intends to address the challenge of illegal hawking and vending on the beaches.

He said that many women, who were involved in illegal hawking and vending on beaches, would pretend to be working at the shacks, when they were apprehended by tourism department officials.

"The new policy has mandated that each shack will have to submit the list of its staff to the department," he said. Those indulging in illegalities on beaches will face action, he said.

Mr Khaunte said the department is cooperating with shack operators in possible ways, but they should also ensure that tourism is not hampered due to their actions.

He said that the state is working with a vision of quality over quantity but that won't happen overnight.

"We have to work on our basic infrastructure. Anything related to tourism, we have to ensure that Goa as a tourism state has to have all the infrastructure to support the tourism industry," he said.

The minister said that hotels in Goa are recording an average of 80 per cent occupancy. "The hoteliers are happy over the occupancy. But you cannot take things for granted. If there is a drop in occupancy, the hotel owners will blame the government," Mr Khaunte said.

He said that the state has to step up efforts to promote tourism for which the department and other stakeholders will have to work together.

Injured In UP, Cobra Sent In Ambulance To Delhi For Treatment

A snake that got injured after an iron girder fell on it in a hardware shop in a village here was sent to Delhi in an ambulance for treatment.

The cobra was injured on Saturday in the shop, and due to lack of proper facilities in the Budaun district and surrounding areas, it had to be referred to the Wildlife SOS Center in Delhi, Divisional Forest Officer (DFO) Ashok Kumar said.

He said the People for Animals (PFA) volunteers took the injured cobra to the SOS Center. When a worker of the hardware shop came to pick up an iron girder, the girder slipped from his hand out of fear on seeing the cobra and and it fell on the snake.

Vikendra Sharma, an animal lover and district president of the PFA, said that when he got the information, he reached the spot and informed former Union minister and BJP MP Maneka Gandhi about it. Ms Gandhi advised him to send the cobra to Delhi for treatment.

Mr Sharma said two of his volunteers took the cobra to Delhi in a private ambulance for a cost of Rs 5000. Once the cobra recovers, it will be released in the forest, Mr Sharma added.

Congress MLA Touches BJP Veteran's Feet At Indore Event

Amid a barrage of acerbic remarks exchanged between the ruling BJP and opposition Congress ahead of the assembly elections in Madhya Pradesh, Sunday saw a moment of rare bonhomie between two potential rivals.

Congress MLA Sanjay Shukla, who represents the Indore 1 constituency and will in all likelihood be fielded by his party from there, touched the feet of senior BJP leader Kailash Vijayvargiya, whose name has already been announced for the same seat.

A video of Shukla's act of respect for the BJP general secretary soon became a subject of like, share, repost and forward on social media.

The video shows Shukla, who was in the audience, standing up to say that Vijayvargiya was an honourable figure for him and then goes on to touch his feet.

The two leaders were attending a collective forgiveness function of the Jain community at Gommatgiri crossing in Indore.

Vijayvargiya reciprocated the gesture by hugging Shukla, demonstrating the rare gesture of bonhomie between the probable rival candidates.

During the mass forgiveness function of the Jain community, people apologise to each other for the mistakes committed knowingly or unknowingly. This event has religious significance in the Jain community.

The Congress and BJP have upped the ante against each other by resorting to non-stop wranglings ahead of the Madhya Pradesh assembly polls due by the year-end.

While Prime Minister Narendra Modi and Home Minister Amit Shah have repeatedly visited the state in recent months, the BJP has fielded seven MPs, including three Union ministers, and Vijayvargiya apparently to overcome anti-incumbency.

Can Class II Officer "Instruct" Class I Officer: Letter Sparked Face-Off

An apparent wrong use of the word "nirdeshit" in a letter triggered a verbal duel between two officials in Uttar Pradesh's Ambedkarnagar district with a PWD executive engineer, a Class I officer, wondering if he can be "instructed" by a Class II officer.

The matter, however, got "amicably resolved" when District Magistrate Avinash Singh intervened.

It all started on September 16 with the then Sub-Divisional Magistrate of Jalalpur in Ambedkarnagar district, located almost 217 kilometre from state capital Lucknow, Sunil Kumar, writing to the executive engineer of the Public Works Department (PWD), Ambedkarnagar, M K Anil.

In the letter, Kumar (now transferred to Ballia as a routine process) said, "This is to inform you that bushes and branches of trees have come up on the Malipur to Jalalpur road. Owing to this, there is a high probability of accidents on the said road." "In view of the above (scenario), you are instructed ('nirdeshit') to get the branches and bushes grown and hanging on the sides of the road cleared, so that possibility of accidents can be minimised," the SDM wrote to Anil.

In his letter addressed to the SDM, Anil said, "You have been selected by the Uttar Pradesh Public Service Commission (UPPSC), and you are a Class II officer, while the current undersigned (executive engineer of the PWD) has been selected by the Uttar Pradesh Public Service Commission and posted as a Class I officer in the UP government." "Kindly clarify that under which manual of the Uttar Pradesh government, a Class II officer can 'instruct' a Class I officer, an effort, which has been made through your letter," Anil wrote in his letter dated September 22.

"Have you made available any budget to clear the Jalalpur-Malipur road of bushes and branches of trees," the executive engineer of the PWD sought to know in his letter.

Anil also asked the SDM (in his letter) that under which head the funds will be used, so that the said work could be done at the earliest.

Meanwhile, District Magistrate Avinash Singh, when contacted, told PTI on Saturday the SDM and the Executive Engineer informed him that it was a "typographical" error and miscommunication, which led to the situation.

"This has been amicably resolved through talks in a cordial atmosphere," the District Magistrate said.

Man Who Made Threat Call To Nitin Gadkari Swallows Iron Wire In Jail

An accused, arrested for allegedly making threat calls to Union minister Nitin Gadkari's office, swallowed iron wire while in jail though he remains in good health as of now, police said on Saturday.

Jayesh Pujari alias Kantha, lodged in the Central Jail here, has been kept under monitoring, said an official.

Earlier this week, he told jail officials that he had swallowed a piece of wire and "50 tablets". He was produced before a court on Thursday where he reiterated the claim, and was examined, on the court's order, by the doctors at the Government Medical College and Hospital.

The examination confirmed the presence of wire fragments in his stomach, but his health remained unaffected and he was declared fit by the doctors, the official said.

He was then taken back to the central jail. The prison's medical team continues to monitor his condition closely, the official said.

Pujari had repeatedly tried to get himself transferred to the Belagavi jail where he had been lodged earlier, the official said. It is suspected that he wanted to move to that jail as he had built a criminal network there and enjoyed access to mobile phones and some other facilities.

While lodged in Belagavi jail, Pujari allegedly made threat calls to Gadkari's office in January this year after colluding with Bengaluru terror attack convict Afsar Pasha. Claiming to be a member of the Dawood Ibrahim gang, he demanded Rs 100 crore.

He made another call on March 21, after which he was arrested in the case and brought to Nagpur.

Army Major Who Fired On Soldiers In Rajouri Camp To Face Court Of Inquiry

A Court of Inquiry was ordered on Friday against an Army Major for allegedly opening fire on his colleagues and injuring five personnel, including three officers, inside a camp in Jammu and Kashmir's Rajouri, officials said.

Tension gripped areas around the Neeli post in the Thanamandi area on Thursday and senior officials rushed to the camp for first-hand information about the incident.

According to information gathered through various sources, the Major, who has been identified as 'Prince', created a hue and cry about a possible terror attack prompting his commanding officer to rush his second-in-command from Thanamandi, 18 km from the Neeli post.

Attempts were made to pacify the officer who seemed to be having panic attack. The officer ensured all weapons in the post were deposited in the armoury.

As soon as attempts were made to pacify him, he allegedly started firing indiscriminately and throwing grenades, injuring two middle-rung personnel and the unit's second-in-command.

This prompted the commanding officer of the unit, along with the Regimental Medical Officer (RMO), to rush to the scene. They too were injured and reportedly suffered from splinter injuries.

The injured were taken to Thanamandi, from where three were airlifted to the Command Hospital in Udhampur.

The Major has been detained and is being questioned, the officials said, adding that a Court of Inquiry has been ordered into the incident.

The tense situation at the camp lasted nearly eight hours before the officer was overpowered inside the armoury late last evening.

The army posted on X that an officer was injured in a likely grenade accident at a post in Rajouri.

"On 05 Oct 23 one officer was injured in a likely grenade accident at a post in Rajouri sector. Officer evacuated and stable post initial treatment. Further investigation of the incident in progress," the White Knight Corps of the army posted on X.

Official sources said there was a firing practice session at the camp for the past several days and the accused officer started firing on his colleagues and subordinates without any provocation on Thursday afternoon.

Later, he took shelter inside the armoury of the camp and hurled grenades when the commanding officer, along with his deputy and the medical officer, moved near the building in an effort to persuade him to surrender, the sources said.

On the incident, Jammu-based defence PRO Lt Col Suneel Bartwal in a message said, "I have received calls about some firing/terrorist attack on army camp in General Area Rajouri. I would like to inform you that no terrorist attack has occurred, it is an unfortunate internal incident of the camp."

Cop Dies By Suicide In Arunachal Pradesh

A constable on duty at a minister's bungalow here allegedly shot himself to death on Thursday, a senior police officer said.

Constable Kabak Soni of the first Arunachal Armed Police battalion, who was on duty at Environment & Forest Minister Mama Natung's residence, shot himself at his head from point blank range with his gun, Capital Superintendent of Police (SP) Rohit Rajbir Singh said.

"One round was used by him, to shoot in the temple...," Mr Singh said, adding the 33-year-old constable hails from the Papumpare district of the state.

Inquest proceedings were conducted by Niti Vihar police station, he said.

The body of the policeman was handed over to the family members after conducting postmortem at the Tomo Riba Institute of Health and Medical Sciences (TRIHMS) near here, the SP added.

Centre Has Cleared Ken-Betwa River Linking Project: Shivraj Singh Chouhan

Madhya Pradesh Chief Minister Shivraj Singh Chouhan said on Wednesday that the Centre has cleared the Ken-Betwa River Linking Project, which will provide water to the impoverished Bundelkhand region.

It is a lucky day for Madhya Pradesh and Bundelkhand, the CM said in a video message. The project will irrigate the 10.6 lakh hectares of land besides providing drinking water to 62 lakh people in the region, he said.

The parched Bundelkhand region straddles Uttar Pradesh and Madhya Pradesh. The project to link the Ken and Betwa rivers has been envisaged under the Centre's national river interlinking policy.

Mr Chouhan said two electricity projects – 103 MW hydropower and 27 MW solar plants – will be set up under this river-linking initiative. Two other power projects of 72 MW capacity will also be put up, he said and added, “Congress did nothing for this region… They only stalled the project.” Assembly elections in the BJP-governed MP are due by the year-end.

He said that irrigation facilities in the state have been increased to 47 lakh hectares from seven lakh hectares in 2003 and work is underway to take it up to 65 lakh hectares.

The “double engine” government of the BJP – at the Centre and state – has transformed Madhya Pradesh, Chouhan said thanking Prime Minister Narendra Modi for clearing the project.

State BJP president V D Sharma, who represents the Khajuraho Lok Sabha seat in Bundelkhand, said the Centre has cleared the proposal for using 6,017 hectares of forest land for the Ken-Betwa River Linking Project.

After this clearance, the work on the project will speed up, he said. This project will transform the Bundelkhand region in MP and neighbouring Uttar Pradesh, he said.

During the monsoon season, Mr Sharma said, MP will get 1,834 million cusecs of water through this project.

Chhatarpur, Panna, Tikamgarh, Niwari and Damoh districts of Madhya Pradesh and Banda, Mahoba, Jhansi and Lalitpur districts of Uttar Pradesh will benefit through this project, said Mr Sharma, adding that his parliamentary constituency will also be a gainer.

On Day 2, Rahul Gandhi Collects Shoes As Part Of Sewa At Golden Temple

Congress leader Rahul Gandhi visited the Golden Temple for the second consecutive day on Tuesday and performed 'seva' (voluntary service) by peeling vegetables at the 'langar' (community kitchen), serving food to devotees and washing dishes.

In the 'langar' hall, Rahul Gandhi sat with women devotees as he peeled vegetables and interacted with them.

Wearing a blue scarf on his head, the former Congress chief served chapattis to the visiting devotees. Later, he partook 'langar'. He spent almost an hour at the community kitchen.

In the evening, Rahul Gandhi performed 'seva' at the 'Jaura ghar' (shoe house). Then he paid obeisance inside the sanctum sanctorum before leaving.

Mr Gandhi had also visited the Golden Temple on Monday after arriving in Amritsar. He had performed 'seva' by offering water to devotees and cleaning their bowls.

He had listened to the 'Shabad Kirtan' (religious hymns) and taken part in the traditional ritual of 'palki seva', the closing rite in which the Guru Granth Sahib is taken for 'Sukhasan' to the Akal Takht.

Punjab Congress chief Amarinder Singh Raja Warring had said on Monday that Mr Gandhi is on a personal visit to the Golden Temple.

The Shiromani Gurdwara Parbandhak Committee (SGPC) on Tuesday said it extended all cooperation to Gandhi during his visit to the Golden Temple.

SGPC general secretary Gurcharan Singh Grewal said Gandhi was facilitated in every way during his visit to the Golden Temple and all support was extended to him while he performed 'seva'.

The Sikh community is very generous and never keeps any personal animosity or hatred towards anyone, he said, referring to the anti-Sikh riots in 1984, when the Congress was in power at the Centre.

He, however, added many women lost their husbands and family members in the 1984 anti-Sikh riots in Delhi but the Gandhi family never bothered to visit them.

Mr Gandhi never bothered to say anything on these issues that could show his repentance, Grewal said referring to the riots and Operation Blue Star.

Centralised Assessment Required If...: Court To Gandhis Over Tax Case

A centralised assessment may be required if there are cross transactions between individuals, the Supreme Court said on Tuesday while hearing the petitions filed by Congress leaders Sonia Gandhi, Rahul Gandhi and Priyanka Gandhi Vadra, and trusts linked to them challenging the transfer of their Income Tax assessments to the Central Circle, which is mandated to check tax evasion.

It also questioned the Aam Aadmi Party (AAP) over a five-month delay in filing a plea against the Income Tax department's decision to transfer its case for assessment to the Central Circle.

"Insofar as individuals are concerned…if there are cross-transactions, centralised assessment may be required," the bench told senior advocate Arvind Datar, appearing for the members of the Gandhi family, Sanjay Gandhi Memorial Trust, Rajiv Gandhi Charitable Trust and Rajiv Gandhi foundation, Jawahar Bhawan Trust and the Young Indian.

The bench also asked senior advocate Abhishek Singhvi, appearing for the Aam Aadmi Party, to explain the delay of five months in filing the petition challenging the IT department's decision.

"In a case like this, a delay of even one month is fatal. You have to explain why there was so much delay in filing the petition. We will be dealing with each case separately," Justice Khanna told Singhvi.

It asked Additional Solicitor General Balbir Singh, representing the Income Tax department, whether in case of faceless assessment officers, review and verification committee are chosen by computer.

"I don't want explanations, but a factual answer. Also, would like to know the stage of proceedings. You please get the original files of the matter," Justice Khanna told Singh.

The top court was hearing a batch of petitions challenging the May 26 common order of the Delhi High Court by which it had dismissed the petitions of the Gandhis against the Income Tax department's decision to transfer their IT assessments to the Central Circle, which is authorised to check tax evasion, instead of an ordinary assessment.

The high court had also rejected separate petitions of Sanjay Gandhi Memorial Trust, Jawahar Bhawan Trust, Rajiv Gandhi Foundation, Rajiv Gandhi Charitable Trust, Young Indian and the Aam Aadmi Party, raising similar legal issues over transfer of their assessments to the Central Circle.

The Gandhis have challenged the January 2021 order issued by the Principal Commissioner (Income Tax) to transfer their cases for assessment year 2018-19 to the Central Circle. The Central Circle, which is authorised to check tax evasion, takes over the evidence gathered by IT department's investigation wing during searches.

On May 26, the high court had said it is of the view that the assessments of the petitioners have been transferred to the Central Circle in accordance with law by way of the impugned orders passed under Section 127 of the (IT) Act.

The court clarified it has not examined the "controversy between the parties on merits" and said the Central Circle's jurisdiction is not confined only to search cases, and no assessee has any fundamental or vested legal right to be assessed by a faceless assessing officer.

The Gandhis had opposed the transfer of their cases to the Central Circle on several grounds including that they have nothing to do with the Sanjay Bhandari group's cases.

Bhandari, wanted in India on money laundering charges, has been accused of having business links with Priyanka Gandhi Vadra's husband Robert Vadra, who has denied any business connections with the fugitive arms dealer.

The Gandhis have contended when a case is transferred from an ordinary circle to the Central Circle, it is mandatory for the IT officer to mention the reason for the transfer.

The IT department had opposed the petitions filed by the Gandhis and AAP in the high court and said the transfer orders were issued for "better coordination, effective investigation and meaningful assessment" which reflects administrative convenience and exigency.

During the hearing on Tuesday, the bench told Singhvi that in the AAP's case the order was passed on February 22, 2021 but the writ petition against it was filed in the high court after five months in July 2021.

Singhvi said it was a "slight delay" and in a case like this, the court would not let a delay of five months affect issues related to questions of law.

The senior lawyer said the IT department could not have passed a simpliciter order for transfer of assessment to the Central Circle as there was a procedure for it.

"The high court acknowledges that there exists a procedure but says it is not mandatory," he added.

Justice Khanna told Singhvi the transfer of the case to the Central Circle is the prerogative of the department and these are administrative orders. The court, he said, is more concerned with the five-month delay in filing the petition challenging the order.

The bench posted the matter for further hearing next week and asked Additional Solicitor General Balbir Singh to explain why the assessment of the trusts were also transferred to the Central Circle.

Will Remain Deployed Till Full Disengagement Takes Place At LAC: IAF Chief

The IAF's operational plans are very dynamic and it will deal with challenges along the Line of Actual Control (LAC) through better tactics and training in places where it cannot counter the "numbers or the might of the adversary", Air Chief Marshal V R Chaudhari said on Tuesday, amid the lingering border row with China in eastern Ladakh.

The Chief of Air Staff, addressing a press conference ahead of the Air Force Day on October 8, asserted that the IAF will continue to remain deployed along the frontier in the region till complete disengagement takes place in the remaining contested areas.

To a question on China's rapid expansion of military infrastructure and enhancing deployment of air assets along the LAC, he said the IAF is constantly monitoring the situation across the borders through ISR (Intelligence, surveillance, and reconnaissance) mechanisms.

"We make note of the build-up of resources and capabilities across the borders. Our operational plans are very dynamic and keep changing based on the situation that we perceive that is developing across any front," he said.

"So in places where we cannot really counter the numbers or the might of the adversary, we will counter it through better tactics and through better training," he said.

The Air Chief Marshal said the IAF does not have a fixed mindset in terms of the deployment of assets in key areas along the LAC.

"Our focus will remain to be dynamic at all times and not have a fixed mindset in terms of deployment of assets in particular areas. But we have very very flexible and dynamic war plans which we keep revising every now and then based on the ISR inputs that we get," he said.

The Chief of Air Staff said the IAF is in the process of deploying mountain radars to improve surveillance along the borders.

"The situation continues to remain what it was in the last one year. There have been disengagements in certain contested areas. But complete disengagement has not yet taken place," he said when asked about the ground situation along the LAC in eastern Ladakh.

"We will continue to remain deployed till complete disengagement takes place," he said.

Giving details of steps being taken to bolster the Indian Air Force's operational prowess, he said a contract to procure 97 Tejas Mark 1A aircraft at a cost of around Rs 1.15 lakh crore will be concluded soon. 

In February 2021, Defence Ministry sealed a Rs 48,000-crore deal with Hindustan Aeronautics Ltd to procure 83 such jets.

Air Chief Marshal Chaudhari said the IAF is looking at inducting military platforms, equipment and defence hardware worth Rs 2.5 lakh crore to Rs 3 lakh crore in the next seven-eight years.

Answering a question, Air Chief Marshal Chaudhari said that the IAF received three units of S-400 missile systems from Russia and it is hoping to receive the remaining two by next year.

The Chief of Air Staff described the Indo-Pacific region as the "new economic and strategic centre of gravity" of the world that offers both challenges and opportunities.

"The Indian Air Force with its inherent capability to see the farthest, reach the fastest and hit the hardest will be critical in mitigating these challenges and will remain a fulcrum in projecting India's might in the region," he said.

"Owing to the volatile and uncertain geopolitical landscape in our region, the need to have a strong and credible military has become an imperative," he said.

The Chief of Air Staff said modern warfare is constantly undergoing a transformation due to rapid advancements in technology and that his force has embarked on a journey of transformation and is progressing in a planned and systematic manner.

"Our focus is on force multipliers in the form of AI (artificial intelligence)-based decision tools, electronic warfare equipment, robust networks and harnessing space and cyber capabilities.

"While adding newer and more potent equipment, platforms and weapons to our arsenal, we are also committed to Atmanirbhar Bharat and are contributing extensively towards enhancing indigenisation and defence production, fast-paced development and operationalisation of indigenous aerospace projects," he said.

Air Chief Marshal Chaudhari said persistent surveillance capability, sharpening of sensor-to-shooter time, long-range precision weapons and development of multi-domain capability are the main focus areas of the IAF.

"We have recently witnessed the induction of the first C-295 aircraft. The project is an important milestone in boosting our defence industry and will contribute immensely," he said.

Chandrababu Naidu Son, Wife Observe Hunger Strike To Protest His Arrest

Telugu Desam Party's general secretary Nara Lokesh was joined by supporters on Monday as he observed a hungre strike in Delhi to protest the arrest of his father and TDP chief N Chandrababu Naidu. Mr Naidu's wife Nara Bhuvaneshwari also joined the hunger strike but in Andhra Pradesh's Rajamahendravaram.

The Naidu family and party workers and MPs held the hunger strike from 10 am to 5 pm.

"Great leaders like Mahatma Gandhi and Nelson Mandela went to jail for the principles they trusted, while Chandrababu Naidu was jailed for launching the Skill Development project to provide employment fo the jobless," said Nara Lokesh, addressing the media after ending his fast.

According to the TDP general secretary, as many as 2.15 lakh young men and women were trained under this programme - 80,000 were placed through the programme.

Terming the TDP chief's arrest a political vendetta, Nara Lokesh said the Supreme Court will take up Mr Naidu's quash petition on Tuesday and based on the court's decision, the party will announce its future course of action.

Chandrababu Naidu was arrested on September 9 for allegedly misappropriating funds from the Skill Development Corporation, which resulted in a purported loss of over Rs 300 crore to the state exchequer.

"Just Clicking Pictures": Telangana Minister Slams Swachh Bharat Events

Telangana Minister and Bharat Rashtra Samithi (BRS) Working President Kalvakuntla Taraka Rama Rao (KTR), while participating in the launch of silt carting vehicles under the Dalit Bandhu scheme in Hyderabad, hit out at the Swachh Bharat Mission of Prime Minister Narendra Modi on Monday.

BRS Minister KTR said, "On the occasion of Gandhi Jayanti, today some leaders are sitting in Delhi and giving slogans of Swachh Bharat, Swachh this and Swachh that. But there won't be much work related to it. There will be only programs for clicking pictures and remembering Gandhiji here and there for namesake."

"However, keeping Gandhi's views of Swachta in mind, we have taken up Swachh Telangana," he added. 

Prime Minister Narendra Modi had earlier on Friday called upon people across the country to take part in a cleanliness drive on October 1 beginning at 10 am and said that Swachh Bharat is a shared responsibility, and every effort counts.

The Prime Minister himself also participated in the Swachh Bharat campaign and met social media sensation Ankit Baiyanpuriya, who had started a 75-day hard challenge to imbibe the culture of fitness among the youth.

They discussed fitness and cleanliness as they participated in the Swachh Bharat initiative, a video released by PM Modi on his X timeline showed.

“Today, as the nation focuses on Swachhata, Ankit Baiyanpuriya and I did the same! Beyond just cleanliness, we blended fitness and well-being also into the mix. It is all about that Swachh and Swasth Bharat vibe!” the video captioned.

PM Modi said Swachh Bharat is the collective responsibility of all citizens of the country and that public participation is very important in this direction. He had asked everyone to take an hour on Sunday at 10 am to maintain cleanliness and help build a brighter future for the country.

Leaders from across the country took part in the 'Shramdaan for Cleanliness' program as part of the 'Swachhata Hi Seva' campaign on October 1.

BJP Caused Split In 2 Parties Started By "Marathi People": MP Supriya Sule

Nationalist Congress Party leader Supriya Sule on Sunday claimed the Bharatiya Janata Party engineered splits in two political parties started by "Marathi people".

"Balasaheb Thackeray and Sharad Pawar started their own political parties, and they received the love and support of the Marathi people. They both have roots here in Maharashtra, and their umbilical cord is with the state's people. The BJP engineered split in both the parties," Ms Sule said.

The NCP broke up into two factions on July 2 after Ajit Pawar and eight MLAs joined the Eknath Shinde government.

The Shiv Sena split in June last year after Eknath Shinde rebelled against then chief minister Uddhav Thackeray and brought down the Maha Vikas Aghadi government.

The "same invisible hand in Delhi", an apparent reference to the BJP central leadership, caused losses to these two political parties, said Ms Sule, who is Lok Sabha MP from Baramati and also working president of the faction headed by Sharad Pawar.

Attacking the BJP further, she said the party demoted the person who was chief minister of the state for five years. Devendra Fadnavis, who headed the government in Maharashtra between 2014 and 2019, was made deputy CM under Mr Shinde by the BJP.

Without naming Mr Fadnavis, the NCP leader said the former was further "demoted" after he was made to share the post of deputy CM. On July 2, Ajit Pawar became the second deputy CM in the Shinde government.

Ms Sule claimed investments were leaving Maharashtra and said it was a deliberate attempt to reduce the importance of the state and weaken it.

She, however, clarified she was not against any state.
